Highland councillors have voted to put up council tax by 7%.
The rise will come into effect from 1 April.
It means the average annual cost for a band D property will rise by more than £100 from £1,634 to £1,527.
The local authority says 5% of the hike will go towards core services with the remaining 2% used for schools and roads.
The Highland Investment Plan, approved in 2024, includes a commitment to spend 2% on improving infrastructure over the next two decades.
